In support of a strengthened protection of the European environment,
increased knowledge on the state of the environment in the Member States is
crucial. For this purpose Member States collect and report a broad range of
environmental data to the European Commission (EC), the European Environment
Agency and EUROSTAT.
Turkey has initiated major steps to comply with
the EU environmental acquis communitaire within the framework of the
accession to the EU. Turkey is already a member of the European
Environmental Agency and the OECD. Today Turkish authorities today collect
environmental data, some of which are shared with a range of international
institutions.
To facilitate the exchange of environmental data, the
MoEF has launched development of the Turkish Environmental Information
Exchange Network (TEIEN), a single electronic network that would allow for
easy access and sharing of environmental data between institutions dealing
with environmental issues. Establishment of the network is part of the
National Strategy Document; it will enhance the inter-institutional
cooperation in the environmental sector and thereby ensure that
environmental concerns are integrated into the national policy and planning
process.
While the TEIEN will be a national network that serves
national needs, it will enhance Turkey’s capacity in the field of
environmental reporting, as a candidate country and a member of the EEA.
Furthermore, the TEIEN will support public access to objective, reliable and
relevant environmental information and thereby contribute to the overall
efforts in building e-government in Turkey.
Technical assistance to
the TEIEN comprises the following activities:
- training activities, such
as study tours, workshops and training seminars;
- software development;
and
- requirement analysis, establishment and customization of the system.
